The government says the Human Rights Commission (HRC) has received 11,732 complaints on alleged human rights violations between the 2009 and June 2011.
The government has informed parliament that 2,329 complaints had been solved while some of the remaining complaints had been referred to other institutions and some withdrawn by the complainants.
Out of the total complaints, 3,319 had not been violations of fundamental rights. Chief Government Whip and Minister Dinesh Gunawardena has said the largest number of complaints in 2009 had been against the Police Department. Of the 5,454 complaints received that year, 2,691 had been against the police.
