விடுதலைப் புலிகள் அமைப்புகள் பலநாடுகளில் செயற்படுவதாகவும் நிதிசேகரித்தல் மற்றும் பணச்சலவை வழியாக தமது கட்டமைப்பையும், செயற்படும் ஆற்றலையும் மீளக் கட்டியெழுப்பும் முயற்சியில் அவர்கள் தொடர்ந்து ஈடுபடுவதாகவும் ஐரோப்பிய ஒன்றியம்,  வெளியிட்டுள்ள அறிக்கையில் கூறியுள்ளது.

இந்த அறிக்கையை மேற்கோள் காட்டிய ஐ.நாவுக்கான இலங்கையின் நிரந்தரப் பிரதிநிதி ரவிநாத.பி. ஆரியசிங்க, ஐ.நா மனித உரிமைகள் பேரவையில் பேசிய பொழுது,
உதாரணமாக சுவிட்சர்லாந்தில் பொலிஸார் முன்னாள்  புலிகள் அங்கத்தவர் பலரின் நடவடிக்கைகளை விசாரித்து வருகின்றனர்.

இந்த விசாரணை சுவிஸ் மண்ணில் சேகரித்த பணத்தை இலங்கைக்கு கடத்தும் நடவடிக்கைகளில் பிரதான கவனத்தை செலுத்துகின்றது.
நல்லிணக்கப் பாதையில் இலங்கை நகர்ந்து வருகையில், புலிகள் இராணுவ ரீதியாக மே 2009ல் தோற்கடிக்கப்பட்டாலும், புலம்பெயர் தமிழர்களின் நிதியுதவியுடன் இலங்கைக்கும், இந்த பிராந்தியத்துக்கும் நடுத்தர மற்றும் நீண்ட கால பாதுகாப்பு அச்சுறுத்தலை கொடுத்து வருகின்றது.
இதே கருத்தை புலிகள் தொடர்ந்தும் பயங்கரவாத அமைப்புகளின் பட்டியலில் வைத்திருக்கும் இந்தியாவும் வேறு பல நாடுகளும் கொண்டுள்ளன.
புலிகளின் அண்மைக் கால புத்துயிர்ப்பு முயற்சிகளைப் பற்றிக் குறிப்பிட்ட அவர்,
பிரான்சிலுள்ள புலிகள் அமைப்பின்  அறிவுறுத்தலின் படி  புலி உறுப்பினர்கள், ஈ.பி.டி.பியின் அங்கத்தவர் ஒருவரை 2012ம் ஆண்டு திருகோணமலையில் கொலை செய்தனர்.
மேலும் ஐரோப்பா, மலேஷியா, இந்தியா, இலங்கை ஆகிய நாடுகளிலுள்ள புலிகள் அமைப்பினரின்  வலையமைப்பு உருவாகியுள்ளதாகவும், இதனூடாக நாட்டில் மீண்டும் பயங்கரவாதத்திற்கு உயிர்கொடுக்க முயல்வதாகவும் அவர் கூறினார்.
சென்னையில் ஒரு குழு இலங்கையைச் சேர்ந்த இளைஞர்களை, புலிப் போராளிகளுக்கு வெடிகருவிகளை செய்யும் பயிற்சியளித்து வந்தமை டிசெம்பர் 2002ல் கண்டுபிடிக்கப்பட்டது என அவர் மேலும் கூறினார்.
