When the genocidal war against the nation of Eezham Tamils took place in the island of Sri Lanka, the UN played a major role in keeping it as ‘war without witnesses’, by not bringing it to the international arena of discussion and action. The UN plays the same role in maintaining and continuing the ‘genocide without witnesses’ paradigm in the case of Eezham Tamils, by sabotaging and denying any international investigation on the matter, commented Tamil activists for alternative politics in the island. The deferral of the OISL report is directly connected to the arrangement of the new regime in Colombo conducting a domestic investigation with the ‘label’ of UN supervision, which suits the original agenda of genocide without international scrutiny, designed by the ultimate culprits, the activists further said.
The UN Under Secretary General for Political Affairs, Jeffrey Feltman visiting Colombo, told the TNA on Saturday that the release of the OISL report was postponed to September “following the assurance given by the new Government, that it would conduct an internal investigation under UN supervision,” reported Ceylon Today on Saturday.
Jeffrey Feltman, who arrived in Colombo on Friday met a TNA delegation led by R. Sampanthan at a Colombo hotel, media in Colombo reported.
On 24 February, when Inner City Press asked whether Feltman would at least visit Jaffna in the north, site of the protests that took place on that day against the UN High Commissioner Prince Zeid's recommendation, the UN Secretary General Ban ki-moon's spokesperson Stephane Dujarric responded by saying that Mr Feltman would go only to Colombo.
However, UN Department of Political Affairs (UN DPA) tweeted on Friday that Mr Feltman would also be visiting Jaffna to meet with political parties and the civil society, the Inner City Press further said.
International investigation, international justice and internationally guaranteed solution for the protracted genocide of decades, are the earnest aspirations of the affected nation of Eezham Tamils in the island and it has come out in the form of a solid resolution by the Northern Provincial Council.
But, the Powers that facilitated the genocide-without-witnesses during the war, now try to pass the ball of ‘OISL deferral’ at each other, ultimately aiming at internal confinement and manipulation of the question.
Speaking in Jaffna in January, the British Minister of State for the Foreign and Commonwealth Office, Mr Hugo Swire said that there would be ‘no change’ in British position, but the outcome also depended on other stakeholders behind the Geneva discourse.
On Tuesday, the TNA Parliamentarian and ITAK Leader Mavai Senathiraja, after returning from his visit to India, said: “The United States of America, who brought the resolution [in the UNHRC] is the key actor involved in the act [of the postponement].”
According to Inner City Press, UN's Oscar Fernandez Taranco met the US State Department's Nisha Biswal last week. The Inner City Press has earlier revealed that Mr Taranco was with the outgoing SL Ambassador Palitha Kohona when Sri Lankan Foreign Minister Mangala Samaraweera met Ban Ki-moon to discuss the deferral of OISL report.
However, the articulated orchestration that comes from leading Indian media such as The Hindu, The New Indian Express and The Economic And Political Weekly, in favour of domestic investigation, strongly indicates either New Delhi's role in sabotaging international investigation or the influence of the US agenda in the Indian media, political observers said.
None of the Indian media has so far asked for at least a domestic investigation in India on the role played by the Establishment in New Delhi, including its sitting President, in the plight of Eezham Tamils.
Meanwhile, on Thursday, Canadian Tamil Congress, one of the diaspora outfits based in Canada, strongly condemned burning effigies and pictures of Mr Sumanthiran and Mr Sampanthan.
Mr Sumanthiran in recent times has been articulating loudly in favour of domestic investigation supervised by the OHCHR, projecting it as a ‘strengthening process’ of UN investigation and luring the Tamil people to fall in line without any hesitation with the domestic process also.
The Canadian Tamil Congress condemning the effigy-burning would have been appropriate, had it enlightened the Tamil masses to alternatively address the issue with the ultimate culprits, who stage Sumanthirans and Sampanthans, commented Tamil activists for alternative politics in the island.
If the Powers are not prepared to bring in international justice, then internationalisation is possible only by Eezham Tamils directly addressing the Powers at a global level, the activists further said, adding that the outlook of especially New Delhi and Washington viewing Eezham Tamils through Colombo has to be brought to an end if the genocide is to be stopped.
